A2P stands for Application-to-Person. It covers texts sent by software, such as HighLevel, to a person’s phone. 10DLC stands for 10-Digit Long Code, which is a normal local US phone number like the ones you buy inside a HighLevel sub-account.

HighLevel’s help center describes A2P 10DLC as the carrier registration framework for business SMS and MMS sent to US recipients from standard local numbers. Brands and Campaigns are recorded with The Campaign Registry (TCR).

The key point: HighLevel provides the registration form, but carriers and their registration partners make the final approve or reject decision.

Why do carriers require A2P 10DLC registration?

US carriers want to know who is texting their subscribers, why, and whether those people agreed to it. Registration ties every message to a verified business, a declared purpose and a documented consent process.

Who needs to register?

  • Toll-free numbers do not use A2P 10DLC. They go through a separate toll-free verification process.
  • Canadian numbers texting the US need A2P registration.
  • Canadian numbers bought on or after March 26, 2025 need A2P registration or Persona verification even for Canada-only texting, per HighLevel as of October 2026.

Standard Brand vs Sole Proprietor

Your first choice in the Trust Center is the Brand type, and picking the wrong one is a common cause of rejection.

HighLevel’s guidance is clear: if your business has a Tax ID, register as a Standard Brand. Sole Proprietor is only for people without one.

What you need before you start

HighLevel recommends preparing these items before opening the Trust Center:

  • Exact legal business name, EIN or registration number, business type, industry and registered address.
  • An authorized contact with a reachable phone number, monitored email, job title and position.
  • A live, public website that clearly identifies the business and matches the Brand details.
  • A clear description of the messages you will send, with realistic sample messages.
  • Your real opt-in method, consent wording, message frequency disclosure, HELP and STOP instructions, privacy policy and terms and conditions.

For US Standard Brands, HighLevel says the legal name and EIN should match IRS records exactly. Uploading your IRS CP-575 letter can help fill these fields correctly. A brand-new EIN may also need time before verification systems can find it.

How A2P registration works in GoHighLevel

Here is the general flow HighLevel documents for the Trust Center as of October 2026. Field names can change, so follow the screens in your account.

  1. Open the Trust Center. Go to Settings, then Phone System, then Trust Center, and start A2P registration under A2P Messaging (SMS).
  2. Pick your Brand path. Say whether you have a Tax ID, which routes you to Standard Brand or Sole Proprietor.
  3. Enter Brand details exactly as they appear on official records.
  4. Choose your messaging volume: Low Volume Standard, High Volume Standard, or the single-number path for Sole Proprietors.
  5. Choose Chat Widget Setup or Manual Setup for the Campaign (more on this below).
  6. Complete the Campaign: use case, description, sample messages, website, opt-in method, consent message, privacy policy and terms URLs.
  7. Click Review Application to run HighLevel’s AI compliance review. Fix anything it flags, then submit.
  8. After approval, go to Settings, then Phone System, then Phone Numbers and confirm each number shows the green “A2P Verified” label. Link any number that does not.

That last step is easy to miss. HighLevel’s help center points to error 30034 when a number is not linked to an approved Campaign, and it notes carriers may need several business days to fully receive updated details after approval.

Campaign registration opens in Chat Widget Setup by default. HighLevel generates an opt-in chat widget for your website and pre-fills the use case description, sample messages and opt-in details. The widget must be the only form on that page collecting SMS consent.

Manual Setup is for businesses that collect consent another way, such as a website form, paper form, Facebook lead form, QR code, kiosk or verbal consent. You write the Campaign details yourself, so accuracy matters even more.

Why A2P registrations get rejected (and how to avoid it)

HighLevel’s help center makes an important point: filling every field does not guarantee approval. Reviewers check whether your business identity, use case, samples, website and consent process all agree with each other.

Common Brand rejections

  • Legal name or EIN that does not match official records.
  • Wrong registered address, or a home address entered when the IRS has another.
  • Wrong Brand type, such as Sole Proprietor when the business has an EIN.
  • A new EIN that verification systems cannot find yet.

Common Campaign rejections

  • Opt-in and consent: the opt-in cannot be verified, is not optional, or lacks message frequency, data rate, HELP and STOP disclosures.
  • Website: the site is not live, does not name the business, does not match the Brand, or hides its privacy policy and terms.
  • Use case mismatch: samples and description describe different messages than the selected use case.
  • Sample messages: unrealistic samples that do not name the sender or include opt-out wording. HighLevel also says not to use custom fields or merge values in samples.
  • Business naming: the DBA used on the site or form does not match what was declared.
  • Restricted or high-risk content in the business, website or messages.

Tips that improve approval odds

  • Make sure the website shows the same business name, plus a contact page, privacy policy and terms.
  • If you text under a trade name, HighLevel suggests adding “We are doing DBA as [Business Name]” in the use case and keeping that name consistent everywhere.
  • Write sample messages that sound like your real texts and include your business name and “Reply STOP to opt out” wording.

What to do if your Campaign is rejected

Open the rejected Campaign in the Trust Center and select “View required fixes” next to every rejection reason. HighLevel shows the error code, rejection category, what it means and the correction needed. Fix all of them before resubmitting, because a second review can surface new issues.

Some fields, such as the use case, may be locked, so HighLevel says you may need a new Campaign instead. Never create a duplicate while a Campaign is still Pending. HighLevel support can explain fixes and help with eligible appeals, but it cannot override a carrier decision.
